Cheaters, cheaters everywhere

I'm playing practically everyday, and i see at least 3-4 aimboters per day. Of course, other players from team won't vote for ban, because cheater give them leadership. Could admins be more 'effective' ? or maybe other steps should be taken to increase protection. Like now, we are 7 online, including 2 aimboters..
