Just make yourself a still out of a tea kettle.  It aint hard to do.  now for the wash you could use sugar water and yeast.  Wont taste great but it will get you smashed.

They're developing more alcohol tolerant yeast strains that can handle upward of 25% before they begin to kill themselves off in a happy state of inebriation.  Also check on the yeast or characters.  Some give fruity esters (sometimes good but not always desired) and others leave a more acidic twang.
